KRossMr. Ross, a senior hydrogeologist with over 17 years of experience, joined Hydro Geo Chem in 2007. He is well versed in the conduct of subsurface investigations that included regulatory compliant soil and groundwater sampling, well design, and installation. His responsibilities as manager included management and development of Phase I through Phase III Environmental Site Assessments, design and supervision of removal and closure work plans and projects for petroleum LUST/UST and RCRA facilities, and technical support of site characterization, remedial design, and remediation system installation.

Representative Experience

• Reviewed reports for technical completeness and compliance with regulations; evaluated investigations and quarterly reports, from regulated facilities, for compliance with existing permits; verified regulated community compliance with state and Federal regulations; reviewed and analyzed hydrogeological studies for the State of Arizona’s Aquifer Protection Program (APP) under CWA and SDWA. Facilities included mines, landfills, industrial facilities and wastewater plants.

• Supervised and trained junior staff on environmental field and regulatory procedures; mentored unit and agency staff on all phases of environmental investigations; supervised and approved appropriate waste characterization and disposal actions preformed by state contractors.

• Designed and supervised removal and closure work plans and projects for petroleum LUST/UST facilities, RCRA, and Voluntary Remediation Program in compliance with Federal and state regulations; supervised Confirmed or Suspected Contaminated Sites (CSCS) (WQARF equivalent) facilities in compliance with Federal and state regulations.

• Developed and negotiated comprehensive CERCLA, RCRA, DOD and UST and state superfund SI, RI/FS, RAP, and CAP work plans.

• Managed site characterization, remediation system design, and installation projects; managed multi-project work load with multiple due dates, phases, and priorities; managed Phase I through Phase III Environmental Site Assessments; managed waste characterization and disposal activities for both non-hazardous and hazardous wastes; managed multi office contracts for major national clients; coordinated state contractor work including management of project budgets ($30,000 to $1.1 million).

• Initiated and conducted subsurface investigations that included regulatory compliant soil and groundwater sampling, well design, and installation; initiated claim investigations for national insurance company; initiated and conducted subsurface investigations for both vadose and groundwater contamination studies; initiated departmental policy on regulated issues and standard investigation protocols for the Aquifer Protection Program, Federal and state superfund, solid waste and UST programs; initiated policies and guidance designed to assist and simplify permitting programs many of which are still in use.

• Negotiated cost-effective UST, CSCS, and RCRA site closures with Federal, state, and local agencies.

• Conducted Third Party Peer Reviews for various clients to assess compliance with state and Federal regulations and general industry practices; conducted NEPA Section 106 studies for the telecommunication industry on proposed telecommunication sites; conducted yearly facility audits for compliance with regulations and business practices.

• Generated, compiled and analyzed data to identify and characterize soil and groundwater contamination beneath central Phoenix for the Motorola 52nd Street NPL, and associated state superfund study areas. Contaminants included chlorinated solvents and petroleum hydrocarbons.

• Represented ADEQ at public hearings and meetings as part of community relation activity for CERCLA and state superfund sites; participated in the development of ADEQ’s Remedial Project Section annual budget ($2 to $5 million); formulated ADEQ’s plume management remedial alternative to provide cost-effective solutions for the regulated community at Federal and state superfund sites.

• Developed, published, and presented agency-sponsored studies on groundwater quality in Arizona. Studies included impact of cyanide leaching mine dam failure on surface and ground water, nitrate contamination in Quartzsite, AZ.

• Directed regulated community and agency investigations to identify unknown groundwater quality contaminant sources.

• Supplied technical support for contaminant fate and transport assessments and modeling.
