(Engineering) Arizona State University, 1979 Registrations/CertificationsRegistered Professional Engineer (Civil), Arizona Registration Number 16984 Representative Experience• Directed an investigation of PCE in groundwater at a former dry cleaning facility in Tucson, Arizona which was under evaluation by ADEQ for inclusion in the WQARF program. Investigation included review of existing data for facility; preparing a health and safety plan, investigation work plan, sampling and analysis plan, and hazardous waste management plan; drilling two exploratory borings; soil sampling and testing; soil vapor sampling and testing; and groundwater sampling using a Hydropunch sampling device. A fugacity equation was used to calculate theoretical PCE concentrations in soil based on soil vapor concentrations. Data was evaluated and presented in a comprehensive technical report summarizing the investigation. • Managed investigation of diesel fuel releases from a former underground storage tank at an industrial facility. Releases had impacted both soil and groundwater. Following removal of the UST, heavy rains caused the groundwater level to rise and inundate affected soils. Evaluated various remedial methods and subsequently directed the design and installation of an in-situ bioremediation system. The system included an air sparge well, four vapor extraction wells, and four passive air supply wells. Directed remediation system operation for approximately two years. Remediation was monitored using laboratory tests of groundwater and extracted air. Based on the monitoring data, ADEQ closed the LUST file for the site. • Directed the characterization and remediation efforts at a former fuel station/hotel where five releases had previously occurred. Characterization efforts included drilling exploratory borings and installing groundwater monitoring wells. Monitoring wells were drilled and installed off the site to delineate the horizontal extent of groundwater impact. Assisted the client in obtaining access to the off-site properties where wells were installed. Conducted feasibility study for various remedial alternatives. Designed an in-situ bioremediation system; prepared construction drawings; obtained building and air permits; and directed and managed installation of vapor extraction wells, passive air vent wells, an air sparge well, and ancillary piping to remediate petroleum hydrocarbons in the soil and groundwater. Both a catalytic oxidizer and a thermal oxidizer were used to control emissions from the vapor extraction system. Directed free product recovery, monitoring of the vapor extraction system, periodic groundwater sampling and testing efforts, and reporting to ADEQ. The LUST was closed after several years of operating the remedial system. • Managed an investigation of gasoline releases at an operating fuel station which focused on a previous generation of USTs that were located in an excavation formed in a hard conglomerate formation and were removed in the early 1980s. ADEQ initially identified water in the former excavation as groundwater. Directed sampling and testing of soil and water in the former UST area and presented an argument that the water was surface runoff which infiltrated the pavement and became trapped in the former UST excavation. Based on the data obtained and presented, ADEQ issued closure of the LUST file for the site. • Directed and managed corrective actions for diesel releases from a high-volume dispenser line at a bus terminal. Assisted the City in planning for development of the Site. Evaluated various remedial alternatives and worked with the City’s planners to minimize impact on future development. Managed installation of ten bio-vent wells and four dual-casing air monitoring wells; conducted remedial system pilot test; designed underground piping and remedial system requirements; prepared plans and specifications for use by general contractor; oversaw installation of the bio-venting system during construction of the garage; and directed initial test start-up by contractor. Long term involvement in project included coordination of work with attorneys, construction managers, contractors, and City personnel during planning and construction of garage; conducting feasibility study; and preparing health and safety plans, UST closure reports, site characterization report, groundwater monitoring reports, status reports, SAF work plan, corrective action plan, and SAF reimbursement applications. • Directed and managed an extensive assessment of a city block downtown which was proposed for redevelopment. The assessment indicated that a bus terminal had previously occupied part of the property. Sampling and testing indicated releases had occurred from six USTs. Directed exploratory drilling to determine the vertical and horizontal extent of the releases. Proposed that remediation of the releases on this property be conducted along with remedial efforts on an adjacent block, which include a bio-venting system. Managed installation of four bio-vent wells and a dual-casing air monitoring well; designed underground piping and remedial system requirements for this release; prepared plans and specifications for use by general contractor; oversaw installation of the bio-venting system; and directed initial test start-up by contractor. Project included conducting feasibility study and preparing health and safety plans, UST closure reports, site characterization report, groundwater monitoring reports, SAF work plan, corrective action plan, and SAF reimbursement applications.
