Mr. Peck has been with Hydro Geo Chem, Inc. since August 2003 and currently contracts as a Senior Project Engineer. He provides engineering services on solid waste, hydrology, and environmental projects nationwide. Mr. Peck has over 30 years of experience in civil and environmental engineering and has served as project manager on a variety of engineering projects, including landfill gas collection system design, solid waste disposal facility design, permitting, and construction, grading and drainage design for storm water management, channel engineering for riparian habitat reconstruction, industrial and residential land development projects, evaluation of environmental remediation technologies, real estate due diligence, and property assessments for geotechnical and environmental characterization of development sites.

Representative Experience

Maricopa County Waste Resources and Recycling Department, Arizona. Provide general solid waste consulting services on behalf of solid waste operations at Maricopa County, Arizona. Developed air quality permit applications for solid waste facilities, and served as lead auditor on a regulatory compliance audit of several landfill and waste transfer facilities.

South Yuma County Landfill, Yuma, Arizona. Provide engineering services for the development of a large regional landfill including air quality permitting, facility expansion permitting, new cell construction, grading and drainage, and site development.

Hexcel-Corporation, Arizona and California. Provide regulatory compliance consulting services related to solid and hazardous waste compliance for industrial manufacturing operations. Provided engineering and project management oversight for the demolition and remediation of a 20 acre industrial facility in Northern California.

Chandler Landfill, Chandler, Arizona. Provided a regulatory compliance audit of solid waste facilities, potential to emit estimates for solid waste and waste water treatment facilities, and a review of technical and financial aspects related to the City of Chandler’s landfill gas to energy project for City Council review.

Three Rivers Landfill Aerobic Bioreactor Demonstration Project, South Carolina. Provided management and technical services for the operation and evaluation of an aerobic bioreactor system designed to rapidly stabilize municipal solid waste and process municipal solid waste leachate. Project conducted under a South Carolina Research, Demonstration and Development Permit.

Hillside Mine in Yavapai County, Arizona, wastewater treatment plant permitting for the Silverbell Army National Guard Heliport wastewater treatment plant. Provide engineering services related to the stabilization of two former mine tailings piles to minimize pollutant loading to the Boulder Creek watershed.

Southwestern Power Industrial Waste Facility - Design and Permitting, Bowie, Arizona. Lead Engineer in the regulatory permitting and design of a single source industrial waste disposal facility serving the proposed Southwestern Power Integrated Gasification Combined Cycle (IGCC) power plant in Southeastern Arizona.

River Birch Landfill, Waggamann, Louisiana. Provided management and technical services in support of an LFG collection system design, including field investigations for estimating LFG production at a large, regional municipal solid waste landfill.

Gila County Landfills, Gila County, Arizona. Provide general on-call engineering, permitting, and construction management for two rural landfills in Gila County: the Buckhead Mesa Landfill near Payson, Arizona, and the Russell Gulch Landfill near Globe, Arizona.

SR85 Landfill air quality permit estimates of hazardous air pollutant emissions, Phoenix, Arizona. Provided project management for estimating the potential to emit for a planned regional solid waste facility. Estimates included consideration of degradation of organic compounds in the landfill cover system to more accurately reflect facility emissions.

Rio Nuevo Landfills, Tucson Arizona. Provided engineering services for the evaluation of aerobic landfill demonstration pilot project for waste stabilization at a closed landfill within a planned commercial development in Tucson, Arizona.

Lake Worth Landfill, Lake Worth Florida. Provide project management and engineering services for the planned aerobic landfill project at a closed, urban landfill, intended to rapidly biodegrade remaining waste for subsequent land reclamation.

Southpoint Landfill, Phoenix, Arizona. Provided expert witness services related to the appeal of a solid waste facility plan approved by the Arizona Department of Environmental Quality.

Former Humboldt Smelter Site, Yavapai County, Arizona. Developed grading and drainage plan and storm water pollution prevention plan for the redevelopment of 180 acres of former mineral processing property.

Oracle Ridge Mine, Pima County, Arizona. Evaluated storm water management and erosion controls at a former mining facility in mountainous terrain.

Performed a health risk assessment for the TRW facility in Mesa, Arizona regarding sodium azide contamination of soil, and provided technical support.

Performed several hazard ranking system assessments under the Federal Facilities program under CERCLA, a process similar to the risk assessment and reviews risk assessment reports for consistency with EPA guidelines regarding exposure assessment and risk characterization.

• Design and permitting of the Kuhles Services Iron King Waste Reduction Facility, Yavapai County, Arizona, Project Manager. Provided engineering design services for the zoning and permitting of a construction/demolition debris landfill in a former mine excavation near Humboldt, Arizona. Project work included preparation of an aquifer protection permit (APP) application including location demonstrations, site engineering and unstable area analysis, development of an operations plan for the facility, demonstration of best available demonstrated control technology (BADCT) and compliance with applicable standards, determination of a discharge impact area for the facility, and establishing and implementing an LFG monitoring plan and detection monitoring program for groundwater quality.

• Engineering analysis for unstable areas demonstration for the proposed City of Phoenix State Route 85 Landfill near Buckeye, Arizona, Project Manager. Evaluated potential stresses in landfill lining system and leachate collection system for use in design of a large regional municipal solid waste disposal facility. Evaluated the stability of design and operational slopes under static and pseudo-static conditions pursuant to U.S. Environmental Protection Agency (EPA) recommended standards. Provided recommendations for facility liner and leachate collection system design.

• Engineering analysis for the construction of a new municipal solid waste disposal cell, Skunk Creek Landfill, Phoenix, Arizona, Project Engineer. Design of excavation and engineering analysis of base lining system for Cell 5 of the City of Phoenix’s Skunk Creek Landfill. Design included a determination of excavation quantities, slope stability analysis, evaluation of base lining systems including the selection and permitting of an alternate base lining system consisting of a geosynthetic clay liner (GCL) in intimate contact with a high-density polyethylene (HDPE) geomembrane liner. Designed a sequencing plan for use by operations personnel in development of the landfill disposal cell.

• Quality assurance oversight for the construction of a municipal solid waste landfill base lining system, Salt River Landfill, Salt River Indian Reservation, Maricopa County, Arizona, Project Engineer. Provided engineering oversight of the construction of a new municipal solid waste landfill cell lined with an alternative composite base lining system consisting of a GCL in intimate contact with a HDPE geomembrane liner. Oversight includes base grade preparation, GCL placement, geomembrane/geotextile placement and seaming, and destructive test analysis of geomembrane seams.

• Quality assurance oversight for the construction of an industrial waste landfill base lining system, at the Abitibi Consolidated, Inc. Snowflake Mill Monofill, Snowflake, Arizona, Project Engineer. Provided engineering oversight of the construction of a new industrial waste landfill cell lined with a low-permeability base lining system consisting of compacted paper-pulp sludge from the discharge operations of a paper mill. Project tasks include excavation design and volume analysis and the oversight of subgrade preparation and liner placement for conformance with project specifications.

• Engineering services for the design and construction of a passive LFG ventilation system and environmental monitoring at the Cochise County Eastern Regional Landfill (CCERL), Cochise County, Arizona, Project Manager. Conducted a soil gas survey of the CCERL to determine source areas of methane gas. Based on the soil gas survey results, designed an LFG ventilation system to reduce methane levels measured at the CCERL property boundary. Performed environmental monitoring for groundwater pollution and LFG migration under the facility’s detection monitoring plan.

• Engineering services for the design and construction of a passive LFG ventilation system and environmental monitoring at the Abitibi Consolidated, Inc. Snowflake Mill Monofill, Snowflake, Arizona, Project Manager. Evaluated landfill operational records for the design of an LFG ventilation system to reduce methane levels measured at the boundary to an industrial waste monofill. Performed environmental monitoring for LFG migration under the facility’s detection monitoring plan.

• Demonstration of compliance with standards and determination of a discharge impact area, Abitibi Consolidated, Inc. Mill Pond Landfill, Snowflake, Arizona, Project Engineer. Provided engineering analysis for APP application of a base lining system consisting of compacted paper-pulp sludge at an industrial waste disposal facility. Performed hydrological simulation of the disposal facility using the U.S. EPA’s Hydrologic Evaluation of Landfill Performance (HELP) and Multimedia Assessment (MultiMED) programs.

• Spill Prevention Control and Countermeasures Plan (SPCC) for above-ground storage tanks at the Abitibi Consolidated, Inc. Snowflake Mill Monofill, Snowflake, Arizona, Project Manager. Provided engineering review of current fuel storage practices and updated existing facility SPCC plan for compliance with federal regulations implemented under the Clean Water Act.

• Alternative final cover demonstration for the Maricopa County Cave Creek Landfill, Maricopa County, Arizona, Project Engineer. Provided engineering services for the design of a monolithic barrier soil final cover system at a municipal solid waste facility in compliance with alternate cover design criteria in federal regulations implemented under Subtitle D of the Resource Conservation and Recovery Act (RCRA).

• Land development engineering for residential developments in Phoenix, Arizona, Project Manager. Provided engineering services for the development of conceptual, preliminary and final site plans of residential subdivisions and lot splits. Project work included plats, stormwater drainage analysis, grading and drainage plans, paving plans, and water and sewer plans. Appealed for variances from zoning regulations under conditions of excessive hardship. Negotiated plan provisions with municipal review staff.

• Rio Solado Oeste Riparian Reconstruction Project, City of Phoenix, Project Manager. Responsible for the design of a reconstructed low-flow channel for use in supporting desert riparian habitat along the Salt River between 35th Avenue and 51st Avenue in Phoenix, Arizona. The project evaluated several alternative channel designs and alignments to satisfy riparian reconstruction objectives and provide for excavation of marketable aggregate to offset construction costs. Work was performed in support of a Dredge/Fill permit under Section 404 of the Clean Water Act under the jurisdiction of the U.S. Army Corps of Engineers.

• Solid waste facility plan for the Southwest Regional Landfill, Allied Waste, Maricopa County, Arizona, Project Engineer. Prepared engineering design and permitting documents for a large, regional municipal solid waste disposal facility. Project work included preparation of suitable location demonstrations, excavation design, base lining and leachate collection system design, capacity analysis, site engineering and unstable area analysis, development of an operations plan for the facility, development of a phasing plan, and the design of a groundwater detection monitoring system including aquifer characterization.

• Engineering design and permitting for the Northwest Regional Landfill, Phoenix, Arizona, Project Engineer. Provided engineering design services for the permitting of a large regional municipal solid waste landfill northwest of Phoenix, Arizona. Project work included preparation of an APP application including location demonstrations, site engineering and unstable area analysis, development of an operations plan for the facility, demonstration of BADCT and compliance with applicable standards, determination of a discharge impact area for the facility, and establishing and implementing an LFG monitoring plan and detection monitoring program for groundwater quality. Also provided engineering design services for a liquid waste treatment and disposal facility at the site.

• Engineering design and permitting for the Tangerine Road Landfill, Pima County, Arizona, Project Engineer. Provided engineering design services for the permitting of a regional municipal solid waste disposal facility near Marana, Arizona. Project work included preparation of an APP application including location demonstrations, site engineering and unstable area analysis, development of an operations plan for the facility, demonstration of BADCT and compliance with applicable standards, determination of a discharge impact area for the facility, and establishing and implementing an LFG monitoring plan and detection monitoring program for groundwater quality. Subsequent to the implementation of federal regulations under Subtitle D of RCRA, provided a demonstration of alternate parameter list for groundwater detection monitoring at the facility.

• Engineering design, permitting, and construction oversight for the Cochise County Eastern Regional Landfill, Cochise County, Arizona, Project Engineer. Project work included preparation of an APP application including location demonstrations, site engineering and unstable area analysis, development of an operations plan for the facility, demonstration of BADCT and compliance with applicable standards, determination of a discharge impact area for the facility, and establishing and implementing an LFG monitoring plan and detection monitoring program for groundwater quality. Provided engineering oversight of the construction of a lined disposal cell at the facility incorporating a prescriptive composite liner consisting of a two-foot thick compacted clay liner in intimate contact with an HDPE geomembrane liner. Oversight included base grade preparation, placement and compaction of the clay layer, geomembrane/geotextile placement and seaming, and destructive test analysis of geomembrane seams.

Provided engineering design services for the permitting of an industrial waste landfill in Baghdad, Arizona. • Engineering evaluation of the Canonie Low Temperature Thermal Aeration (LTTA) system under contract to the U.S. EPA for the Superfund Innovative Technology Evaluation (SITE) program, Project Manager. Provided project management for the design, sampling, quality control, and reporting in the evaluation of innovative technologies for the removal of chlorinated pesticides from soils. Sampling and analysis include feed stock, process systems, air emissions, solid wastes, and processed soils generated from soil treatment.

• Environmental Site Assessment of Lemoore Naval Air Station, Lemoore, California, Project Engineer. Provided technical services to the U.S. Navy in the assessment of groundwater contamination resulting from leaking jet fuel systems. Implemented geophysical surveys, installation of groundwater monitoring systems, and regular groundwater monitoring of affected aquifers.

• Hazard ranking system (HRS) evaluation of Federal Facilities on behalf of the U.S. EPA, Project Engineer. Determined hazard ranking scores for a variety of federal facilities under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) provisions for federal facilities. Analyzed source, pathway (surface soils, surface water, groundwater, and air emissions), and target hazards with determination of HRS scores pursuant to U.S. EPA protocols.
